Case Study: City of Decatur, Georgia
Davenport advised on multiple projects in which the City created a Public Facilities Authority through the General Assembly, secured a low interest rate loan through Georgia Environmental Finance Authority, successfully approved SPLOST Referenda and corresponding general obligation bonds and completed amendments to the Urban Redevelopment Agency. Davenport’s approach to Rating Agency discussions with regards to the City’s debt profile and an in person tour of the City, helped result in an upgrade from Moody’s to the prestigious Aa1 level.
Case Study: City of Chamblee, GA
Davenport has been engaged as the City’s Municipal Advisor since 2017. One of our assignments was to review the City’s current banking and treasury operations. Davenport’s experience assisting other clients with their banking and treasury needs allowed us to pinpoint innovations and online capabilities that needed to be updated as a result of the growth of the City. Using our extensive experience in this area, we designed a customized request for proposals with a scope of work grid that incorporated succinct, but thorough descriptions of the needs of the City. Davenport streamlined the RFP process which helped decrease finance staff hours spent reviewing proposals for enhancing the City’s banking services. We developed a matrix analysis of seven proposals which assisted City staff and its’ Council in the decision making process. In addition, we led a successful transition and implementation process.
Our role in the process resulted in a contract that brought the City’s banking and treasury operations up to present day standards. The new services contract reduced overall staff time by increasing efficiencies and helped the City realize net budgetary savings.
